HEC Degree Attestation & Verification Guide – Pakistan

Here is a detailed guide to attest degrees by the Higher Education Commission (HEC) of Pakistan. This process applies to academic degrees, diplomas, and certificates issued by recognized institutions in Pakistan. HEC Degree Attestation is required for applying for further studies and also by some employers.

Step 1: Prepare Your Documents

Before initiating the attestation process, gather the following documents:

1. Original Documents:
   • Degree(s), transcript(s)/detailed mark sheet(s), and certificates.
   • Original CNIC or passport.
2. Photocopies:
   • A set of photocopies of all documents requiring attestation.
   • A photocopy of the CNIC or passport.
3. Equivalence Certificates (if applicable):
   • For degrees obtained from foreign universities or institutions, an equivalence certificate from HEC is mandatory.
4. Matriculation and Intermediate Certificates:
   • Attested copies of SSC (Matriculation) and HSSC (Intermediate) certificates from the relevant boards.
5. Authorization Letter (if someone else is applying):
   • If a third party is applying on your behalf, an authorization letter and their original CNIC are required.

Step 2: Create an Account on the HEC Portal

1. Visit the HEC e-Services Portal: eportal.hec.gov.pk.
2. Register for a new account or log in if you already have one.
3. Complete your profile:
   • Fill in personal, educational, and contact details.
   • Upload scanned copies of your degrees and transcripts.
4. Submit your profile for approval. HEC will review your profile and notify you via email.

Step 3: Apply for Attestation

1. Log in to your HEC e-Services account.
2. Navigate to the Degree Attestation System.
3. Fill out the attestation form:
   • Select the degrees you want to attest.
   • Choose the mode of attestation (walk-in or courier).
4. Upload required documents as per the instructions.
5. Submit your application.

Step 4: Choose Mode of Attestation

HEC provides two options for attestation:

1. Walk-in Attestation

• After submission, book an appointment through the HEC portal.
• Print the appointment confirmation.
• Visit the designated HEC office on the appointment date with your original documents and their photocopies.

2. Courier Service

• Select HEC’s courier service option (TCS or another provider).
• Print the application form and attach all required documents.
• Submit the documents to the designated courier office.
• The courier service will deliver attested documents back to you.

Step 5: Payment of Fee

The attestation fee per document is as follows:

• Original Document: PKR 1000
• Photocopy: PKR 700

Payment options:

• Online payment via the HEC portal.
• Pay through a bank challan generated on the portal.
• For courier service, pay at the courier office.

Step 6: Attestation Process and Timeline

• Walk-in Mode: Documents are usually attested on the same day.
• Courier Mode: Attestation may take 7–10 working days after HEC receives your documents.

Step 7: Receiving Attested Documents

• For walk-in: Collect your attested documents at the HEC office.
• For courier service: The courier will deliver the documents to your address.

Important Tips

1. Ensure all documents are issued by HEC-recognized institutions.
2. Verify spelling and other details on degrees and transcripts to avoid rejection.
3. Use a clear, valid email address for communication.
4. Keep copies of your application form and courier receipt (if applicable).

6. It is also recommended that you have at least one document attested by pen and stamp from your institution, either transcript or degree.
