The Romanian Agency for Investments and Foreign Trade (ARICE) and the Ministry of Education grant fully funded scholarships to foreign nationals to pursue studies in Romania.
ARICE has announced the launch selection process for awarding a number of 40 scholarships to foreign citizens to study in Romania starting with the academic year 2024-2025. International students specially from Non-EU and Non-EFTA states are highly encouraged to apply.
One year of free Romanian language preparatory language will be provided as the course work will be taught in Romanian language.

Area of study
Economics and business administration, agricultural sciences, technical sciences, and oil and gas will be promoted as a priority. Applications covering other areas will be taken into account, to the extent of the places available.
Eligibility Criteria
- Priority is given to citizens of non-EU and non-EFTA states.
- Romanian citizens are not eligible.
- Citizens who have applied for protection in Romania are not eligible.
- Citizens who have a long-term residence permit in Romania are not eligible.
Benefits
- Exemption from the registration fee or any other fees.
- Free Romanian language preparatory year.
- Full Tuition fee coverage for the bachelor’s, master’s, and PhD degree programs.
- The monthly stipend will be given.
- Accommodation will be given in the student dormitories through the budget of the Ministry of Education.
- Medical assistance.
- Local public, ground, naval, and underground transport, as well as domestic car, railway, and naval transport.
Note: International Travel expenses and Airport Transfer expenses are NOT covered by this scholarship.
From March 1 to May 31, 2024, 23:59 Romanian time, the application files for the scholarships awarded by the Romanian state for the academic year 2024-2025 will be sent only in electronic format, to the email address: burse2024@arice.gov.ro
The files will be sent scanned, in PDF format, to the mentioned email address, according to the published procedure, the original documents will be presented to the educational institutions where only the selected candidates will receive the training.
